ITIC and Emergency Locates


Gopher State One Call is making a change to the tremendously popular ITIC program which thousands of excavators routinely use to submit their locate requests. This change will improve service and access to the Gopher State One Call Center for Minnesota’s excavating public.  Effective Thursday May 1st, all ITIC users who are completely mapping, and releasing their own tickets will be given the ability to enter emergency locate requests. 

GSOC reminds you that you must call 911 whenever there is a release of flammable, toxic or corrosive gas or liquid, or if a dangerous situation has been created.

An emergency is defined by Minnesota State Statute 216D.01, subdivision 3 as “a condition that poses a clear and immediate danger to life health or significant loss of property.”  Please note that work-scheduling problems or customer demands are not considered an emergency.

Examples of emergencies:

A. An unforeseen excavation necessary in order to prevent a condition that poses clear and immediate danger to life or health.

B. An excavation required to repair a service outage.

C. An excavation required in order to prevent significant and immediate property damage.

D. The repair of an existing unstable condition which may result in an emergency.

The Minnesota Pipeline Safety Team has requested that Gopher State One Call remind excavators that anyone inappropriately claiming an emergency may be considered in violation of Minnesota Statute Chapter 216D  and subject to the penalties of 216D.08.

Remember, only those ITIC users who have completed forty (40) consecutive perfect tickets and are currently mapping, completing and releasing their own tickets will be assigned the ability to enter emergencies.  GSOC reserves the right to restrict ITIC access for any user who inappropriately claims emergency status or otherwise abuses this function.
